We write this from our experience of working 24/7 (almost) to bring the most basic amenities in the lives of nomadic communities i.e power, water, sanitation and a small house. Its a 24/7 job because the numerous rounds we make in the numerous offices of concerned authorities for thousands of nomadic families, most of who survive under worst living conditions.
Since 2007 we are working persistently to ensure that the Dafer families of Vijapur are allotted residential plots, but have not been successful as yet. While plots are refused basic amiantus are approved on land that does not belong to these families as the government has recently sanctioned sanitation block, power and water at place where these families are living right now. On the other hand there are entire settlements where government has supported construction of houses but is not sanctioning power connections or sanitation units to these houses. When we approach them to sanction budget for a sanitation block the answer we get is the funds given to construct homes are enough include a sanitation unit in it as-well. So how does one build a toilet where building a decent house is difficult with the given amount (Rs. 45,000 in urban areas and Rs. 70,000 in rural areas). A couple of years later there is a shift in the official mindset which suddenly offers money to build sanitation units like our experience in Dhaniyawada, Tharad and Vadia. Here we were told Rs. 45,000 includes construction of home with a toilet!! One wonders how is that possible but after a couple of years when all the homes in the settlement are built and we approach the authorities again the toilets get built within no time in urban areas while for the settlements in rural areas the reply is "we will see, first build a toilet, bring a picture and we shall give you support of Rs. 12,000.” So all that was refused initially or for the first time is ultimately sanctioned so why not do it in the first go so that it becomes convenient and time saving for both the families and authorities...
In the makeshift settlements, amenities like water, power and sanitation that are refused on the basis that the land not owned by the families are sanctioned later when we request too much where as the settlements that are built on land that is allotted to the families are still longing to access power, water and sewage connections. The settlement of Nava Deesa built with the generous donations of Shri. Vallabhbhai Savani is yet to have power connection. The rain water from entire Deesa town floods the settlement during monsoons, of later the situation has worsened because the sewage water of Deesa is also entering the settlement, it still has to have an approach road, a wall to protect the settlement from rain waters which has been demanded almost 2 years ago!!!
We have no choice but to the await approvals and keep wondering on such contradictory and whimsical decision making of the officials in charge…..

કભી ના કભી હા...
વિજાપુરમાં ડફેર પરિવારોને કાયમી રહેણાંક અર્થે પ્લોટ મળે એ માટે ૨૦૦૭થી મહેનત કરીએ છીએ.. પણ પરિણામ મળ્યું નથી. તો બીજી બાજુ હાલમાં આં પરિવારો જે સરકારી જગ્યા પર રહે છે ત્યાં શૌચાલય, લાઈટ અને પાણીની વ્યવસ્થા માટે લખ્યું હતું જેમાંથી ૫૪ શૌચાલય બની ગયા અને 16 પરિવારોને વીજ કનેક્શન મળ્યાં. સારી વાત છે. વહીવટીતંત્રના આ હકારાત્મક વલણ માટે આભારી છીએ.
પણ બીજું બાજુ વહીવટીતંત્રનું આ વલણ સમજાતું નથી. સરકાર દ્વારા જે પરિવારોને રહેવા માટે પ્લોટ ફાળવી આપ્યા છે જ્યાં વંચિત પરિવારોએ મકાન બનાવ્યા છે ત્યાં વીજ કનેક્શન મળતું નથી. ત્યાં શૌચાલય માટે પૈસા આપવાની તંત્ર ના પાડે છે. તંત્રમાંથી જવાબ મળે છે કે, ‘સરકાર રૂ.૪૫,૦૦૦ શહેરમાં અને ગામડામાં રૂ.૭૦,૦૦૦ મકાન બાંધવા આપે છે એમાં જ શૌચાલય માટેના પૈસા આવી ગયા એટલે અમે શૌચાલય માટે પૈસા ના આપી શકીએ.’ અધિકારીનું આ વલણ વસાહત બન્યાના બે – ચાર વર્ષમાં પાછું બદલાઈ જાય. જેમ કે, ધનીયાવાડા, થરાદ અને વાડીયામાં ઘરો બન્યા ત્યારે મકાન સહાયમાં જ શૌચાલયના પૈસા આવી ગયાં એમ કહ્યું હતું. પણ ૪૫,૦૦૦માં ઘર પણ ના બને આમાં શૌચાલય સાથેનું ઘર તો શકય જ નથી. વળી લોકોની માનસિકતા પણ પોતાના ઘરે સેનિટેશન યુનિટ બનાવવાની શરૂઆતમાં હોતી નથી. પાછી પોતાની પાસે તો આર્થિક સગવડ છે જ નહિ કે જાતે પૈસા ખર્ચીને શૌચાલય બનાવે.. એટલે શૌચાલય બનતું નથી..
પણ વસાહતોમાં તમામના ઘરો બન્યા પછી એટલે કે ૨ થી ૩ વર્ષ થાય પછી ટોયલેટ બનાવવા આર્થીક મદદ માટે સરકારમાં અરજી કરી તો શહેરમાં ટોયલેટ ઝડપથી બની જાય મૂળ એ માટેના કોન્ટ્રેક્ટ એમણે કોઈને આપી દીધા હોય એટલે. અને ગામડાં હોય તો પાછો જવાબ મળે ‘અમે સહાય આપીશું. પણ તમારે પહેલાં ટોયલેટ બનાવી દેવાના અને photo પાડીને એમને આપવાનો પછી અમે તમને રૂ.12,૦૦૦ ની સહાય આપીશું.’ પણ સૌથી અગત્યનું ટોયલેટ માટે પૈસા આપે જે આપવાની પહેલાં ના પાડી હોય!!
કેટલો વિરોધાભાસ છે. પહેલાં ના પછી હા...આ પરિવારોના ઘર બને એ વખતે જ સેનિટેશન યુનિટ માટે પૈસા આપી દે તો કેટલી રાહત થઇ જાય.. વારે ઘડીએ સરકારી કચેરીના ધક્કા ખાવાની માથાકૂટ મટી જાય..
વળી એક બાજુ છાપરાંની જગ્યા તમારી પોતાની નથી એટલે લાઈટ, પાણી કે શૌચાલય નહિ મળે એમ કહે અને બહુ દબાણ કરીએ એટલે આપી દે. તો બીજી બાજુ પોતાની જગ્યા અને ઘર હોય તોય લાઈટ, પાણી આવતાં વર્ષો લાગી જાય... નવા ડીસામાં સરકાર અને vssmના શુભેચ્છ્ક દાતા શ્રી વલ્લભભાઇ સવાણીની મદદથી બનેલી વસાહતમાં હજુ લાઈટ આવી નથી. ટોયલેટ માટે સરકારમાંથી હા પાડી પણ કામ શરુ થયું નથી. આખા ડીસાનું વરસાદી પાણી અને હમણાંથી તો ગટરનું પાણી આ વસાહતમાંથી જાય છે. એનો ઉકેલ આવતો નથી. પુરસરક્ષણ દીવાલ માટે બે વર્ષથી રજૂઆત કરી છે પણ કોઈ જવાબ નથી. વળી વસાહતમાં જવા માટે રોડ પણ નથી.. કોણ જાણે આ બધું ક્યારે થશે. ફોટોમાં ડીસાની વસાહત જે પ્રાથમિક સુવિધાની રાહ જુએ છે... જયારે બીજા ફોટોમાં વિજાપુર વસાહતમાં ટોયલેટની દીવાલ પર વીજ કનેક્શન આપવાનું કરી રહેલા GEBના કર્મચારી.. કેટલું વિરોધાભાસી વલણ??
